The Southwark Local Offer is a comprehensive guide to the services in Southwark and neighbouring boroughs that are available for children and young people with special educational needs and disabilities (SEND) aged 0-25.
Southwark’s Local Offer was developed with parents, carers and children & young people with SEND.
The Local Offer is maintained and regularly updated to make sure that information is up to date and to take into account the suggestions and feedback of children and young people with SEND and their parents and carers.
Why have the Local Offer?
Local authorities have a legal duty to publish a Local Offer (Children & Families Act 2014, Section 30), setting out in one place information about provision they expect to be available across education, health and social care for children and young people who have Special Educational Needs and Disability (SEND), including those with and without Education, Health and Care plans.

Who is the Local Offer for?
- Parents or carers who are responsible for a child or young person with SEND aged 0-25 years old.
- Professionals who work with young people with Special Educational Needs or Disabilities.
- The Youth Offer is aimed at people aged 16-25 years old and includes both SEND specific and general services.
How to use the Local Offer website?
The Southwark Local Offer is made up of 12 sections; the section below gives a brief overview of what you can find in each section.
Education: This section provides information on all of the assistance available to help your child or young person progress and achieve their best in the educational system and beyond.
Health: This section provides information on the range of health services to support with physical and emotional health.
Care: This section holds information on services to help you care for a child or young person with special educational needs and disabilities.
Education, Health and Care Plan: This section provides information on all aspects of EHC plans and frequently asked questions.
Youth Offer: The Youth Offer is aimed at 16-25 year olds and provides information on education, employment opportunities, health and wellbeing and a ‘things to do’ section.
Transport: This section provides services for young people who need travel assistance and training.
Wellbeing: This section contains information on mental and emotional health services available to your child or young person.
Training, Drop-ins and Events: This section provides information on conferences, events, drop in services, parenting programmes and personal development workshops.
Leisure: This section includes activities accessible to children and young people with profound and complex conditions to those with mild to moderate needs, and universal service which some young people may need help accessing but are open to all.
Housing: This section provides services that can help with housing needs and home improvements.
Information, Advice and support: This section provides information on support groups and miscellaneous information relating to special needs and disabilities.
